A little over a year ago, Arch Chemicals 1 of 2 Cal Hypo(Calcium Hypochlorite) manufacturers in the U.S., filed a petition with the U.S. Chamber of Commerce and the International Trade Commission claiming that Chinese chemical manufacturers were “depressing and Suppressing” the domestic market prices. In addition to the Chinese manufacturer’s unfair practices, Arch Chemicals also claimed that the Chinese Government was aiding these chemical manufacturers with subsidies and lighter regulations to which the manufacturers are taking full advantage.
Upon completion of the initial investigation, the ITC is on the fence while the USCOC is strongly urged US authorities to impose taxes or “duties” to offset the over 200% disparity between US and Chinese made products. Also, USCOC recommended placing additional tariffs also known as “Countervailing Duties” specifically to offset the govt. aid being given. At this stage of the investigation the USCOC recommendations are exactly just that! The ITC is trying to determine if and how much, the Chinese imports are hurting the US domestic industry. Arch Chemicals also claims that Chinese manufacturers are hurting the US industry by selling to private label making companies and re-packers who buy in extreme bulk and then redistribute with a mark up.Us companies that manufacture Cal Hypo fear that the Chinese companies could be responsible for 90% of theglobal output by as early as 2016 if not put in check.
In conclusion, the ITC and USCOC do not always agree and none of USCOC’s recommendations can beimplemented if not backed by ITC’s findings. Just recently, the ITC exonerated Japan from similar accusations.
